At 21:59 on November 10, with the last power transmission order issued by the dispatching office of Baotou Power Supply Bureau, the 220kV Dongliang substation was successfully started. The bureau took another solid step in helping Baotou photovoltaic "leader" project and promoting local economic development.
Perform duties and build a bridge connecting the shoulders
With decades of mining in Shiguai mining area, the geological environment has formed a subsidence area, which can not be reused. In response to the call of the state, Baotou City has launched the photovoltaic "leader" project, using the idle and abandoned land in the subsidence area of the mining area to develop clean energy, expand the industrial development space, and promote the economic development of Baotou city. The photovoltaic industry is expected to generate 800million kwh of power each year. In order to integrate the PV project load into the main network, the municipal government convened the Bureau, the municipal development and Reform Commission, Shiguai District Committee and other departments and PV enterprises in the industrial park to negotiate and communicate for many times and jointly study solutions.
The people have a voice, and I have a response. The bureau takes the initiative to assume social responsibilities. Based on the principle of actively serving local economic development, promoting energy structure improvement and clean energy development, it actively contacts with relevant government departments to fully support the smooth implementation of Baotou photovoltaic "leader" project. After repeated research and field survey, it is determined to build a new 220kV Dongliang substation in Shiguai Industrial Park. In May, 2018, the construction of Dongliang substation was officially launched. The total investment of the project is 194million yuan. The substation covers an area of 5354 square meters. Two 240MVA main transformers were newly built, with a total length of 18 km.
Overcoming difficulties and overcoming difficulties
Dongliang substation in Shiguai district is surrounded by mountains. The geological structure is complex. The soil is yellow. The annual temperature is 8-10 degrees lower than the urban area. In rainy and snowy weather, pedestrians and vehicles are unable to walk. The harsh geographical environment and climatic conditions have become the biggest difficulties restricting the construction of the project. In order to enable the project to be completed and put into operation as soon as possible, the planning department, production department, safety supervision department, engineering department and other departments and units of the Bureau coordinate and actively communicate to ensure the quality of the preliminary work of the project. After integrating various factors, it is decided to build an indoor substation, which has the advantages of small floor area, high operation reliability, long maintenance cycle and no influence from external environmental conditions.
As there is only one 500kV Baobei substation around Dongliang 220kV substation, and the 500kV Baobei substation has no 220kV outgoing line interval, and does not meet the expansion conditions, it cannot meet the access system requirements of Dongliang substation. For this reason, the main leaders of the bureau have actively communicated with the municipal government and the enterprise yaxinlongshun for many times, planning to connect the Baolong I and II 220 kV lines to the Dongliang substation. This scheme can achieve three goals with one stone. It can not only make the Dongliang substation get a stable power point, but also make yaxinlongshun directly powered by the Dongliang substation, shorten the power supply radius, improve reliability, reduce the power consumption cost of enterprises, and meet the local consumption of new energy, Achieve mutual benefit and win-win results. During the construction period, in order to ensure the security load of Yaxin longshun, the Bureau temporarily set up two 10kV power lines from the 110kV Shiyuan substation to supply power, started the super power protection mode, and arranged a 800kVA generator to ensure the emergency power supply of the enterprise's blast furnace.
If there is no condition, we can create conditions. In case of steep hillside, the operation vehicles open the road in an emergency. The sections that cannot be driven are paved by the construction personnel. With the concerted efforts of everyone, the transportation channel leads to the top of the mountain, ensuring the timely mobilization of equipment and materials. With perseverance, gold and stone can be carved, and the natural moat becomes a thoroughfare. After careful planning and concerted efforts by all the staff, the "white plus black" and "five plus two" were tackled at the construction site. In only one and a half years, Dongliang substation was "pulled out of the ground" and the iron towers were connected across the mountains, forming a beautiful landscape.
Power transmission under wind and snow
On November 8, the sudden heavy snow swept the Shiguai mountain area, making the mountain roads muddy and difficult to walk. Construction vehicles skidded up the mountain, making it difficult to start power transmission. "If you can't drive in, then walk!" After climbing snow mountains and crossing ditches and ridges, the construction personnel once again inspected the line and eliminated defects, and the substation operation and maintenance personnel inspected the equipment to ensure the smooth progress of the Startup Ceremony.
At about 15:00 on November 10, with the on-site kick-off meeting of 220kV Dongliang substation held, the start-up of Dongliang substation officially began. The leaders of the Bureau conducted on-site guidance and inspection, and the heads and technicians of Engineering Department, production department, safety supervision department, repair and test department, key user management department, measurement, dispatching, communication, power transformation and other departments were all on site to cooperate in the start-up work. After the on-site staff intensively accepted the equipment and data handover, checked the protection setting value, operation ticket implementation, switching operation, etc., Dongliang substation successfully started the power transmission at 21:59.
